When setting up a Reporting Template in CTC, two major steps include Defining a Base Report/Template and then customizing it with Selecting Additional Modules to align with the specific reporting requirements of the program.
Base Report/Template
A base report/template determines the core structure of your reporting template and pre-selects the necessary fields based on the selected audit level. The capability to select a base template provides program administrators a starting point.
Instead of manually selecting each field, administrators can select from one of the predefined templates aligned with ASHRAE Standard 211-2018:
- ASHRAE Level 1 Audit: An audit used to identify energy efficiency opportunities without requiring detailed site data or investment-grade analysis.
- ASHRAE Level 2 Audit: A more detailed audit requiring on-site data collection, system-level evaluation, and economic analysis of energy efficiency measures. This is the most commonly used report type for compliance and incentive programs.
Note: The selection of the base report cannot be modified once a report is created. This selection affects the data fields and structure available throughout the reporting template. For help with any edits to the base reporting template, please contact the PNNL team.
Once a base template is selected, administrators can further refine the configuration by enabling or disabling specific fields to align with the program requirements.

Energy Audit Checkbox Options
The Energy Audit checkbox, when selected, enables the reporting of utility data and benchmarking, energy use by end use and fuel type, and energy savings opportunities.
Specifying New Report Configuration and Its Impacts:
These options provide high level parameters which dictate specific reporting requirements within multiple sections in the report. Once specified, these can only be modified by the PNNL team to prevent unintended consequences due to inter-related parameters. In summary:
- Scale of Application: This specification influences how areas served by equipment are reported. This selection is helpful for programs where separate requirements exist for reporting equipment serving common spaces versus tenant spaces. Selecting "Common/tenant areas" enables separate reporting fields for common and tenant areas. An illustration of this can be seen in the "Data Collection" → "Field Requirements" → "Facility Description" → "Lighting" section where a user can individually specify the % common area and % tenant area served by equipment.
- Energy Savings Opportunities Reporting Level: This dictates how energy savings and energy cost savings are reported. These can be designated as fields to be specified for individual measures or for an entire package of measures.
- Measures per Package Relationship: This defines whether each package of measures contains a single measure or multiple measures.

Additional Modules
CTC supports a modular approach by allowing administrators to add Additional Reporting Modules to the base template. These modules expand the scope of the reporting template to include additional reporting requirements.
Additional modules include:
- Water Audit
The Water Audit additional module enables the collection of water audit data, including the building’s water usage and water conservation strategies.
- Retrocommissioning (RCx)
A retrocommissioning or RCx module enables the reporting of RCx assessments to identify and address inefficiencies in operation and maintenance of building systems. For more information, refer to Additional Module: Retrocommissioning (RCx).
- Strategic Retrofit Plan
A Strategic Capital Assessment Plan module enables the reporting of long-term plans for energy savings and retrofits based on equipment’s remaining useful life and other financial considerations.
